You shake your head,” I’m not infected. I can’t speak for here in the Station, but Racoon City is experiencing a major outbreak of… some virus.” You couldn’t say anymore as your thoughts drift a bit to the mansion. You never thought something like that could have happened to the whole city.
You did know. Deep down, you knew. You should have stopped them.
You finally looked up at the stranger, well, man in front of you, examining him for any sign of infection. He was young like you, with a boyish face, bright eyes, and a frown of confusion on his face. His light brown hair is a bit tussled as you see his blue eyes scan over you, probably looking for infection.
He reaches out his hand towards you, “The name’s Leon Kennedy. I’m the new recruit.”
“It’s nice to meet you. Unfortunate circumstances, but still nice,” You reply, giving a small smile as you release his hand.

Summary
Logically, it was clear that 036 was running out of time to act. He had been born a few months ago now, and had already shown through a plethora of tests that he was a near-perfect replica of 001. If he didn’t do something soon, 001 would be terminated for real and 036 would be forced to take his place. He’d overheard plenty of gossip from the orderlies, who said he was set to become a “lap dog” for someone. And 036 knew instinctively that he would rather die than live like that.
So, in order to save himself and 001, 036 would have to do more than simply walk and talk and fight like his predecessor.
He needed to think like Leon S. Kennedy, too.

No matter how much the President offered for him to have a partner on his mission to rescue "Baby Eagle", Leon refused each and every one without so much as meeting them or reading their file.
"No need," Leon told the President, thinking he could leave it at that.
That is how you found yourself standing outside of a Spanish village. To watch over him, to make sure he really could handle it.
You thought, if the guy wanted to risk it all and get himself killed, so be it. It was his own life he ran the risk of throwing away.
Well, as it turns out, fate would not have it that way. Not if the United States Government had anything to say about it.
You were offered a simple promise: see this mission through and get back into the government's good graces...make up for your past.
You didn't even have to think about it, being on the opposite of ol' Uncle Sam's good side was not an ideal place to be.
As you prepared to begin your mission, one thought graced your mind:
Leon S. Kennedy, you'd better not die. Not on my watch.
