This was probably the part where Bucky would say yes. Except, he didn’t really get the opportunity to do so before Rollins whipped out a baton and rammed it into Rogers’ side.
“What the fuck?!” Bucky yelped, pressing himself into the corner of the elevator.
Bucky Barnes is the unlucky SHIELD employee that finds himself stuck in an elevator fight with Captain America.

Steve wasn’t wrong, really: he’ll kiss anyone. He loves, fiercely, wildly, with abandon, and he wants everyone to know it, to feel it. The ache of starvation is familiar to him. It’s the worst sort of emptiness. Feeling unloved can drive anyone dark places.
He’d kiss fucking Thanos on his raisiny lips if it meant his heart would’ve warmed and he wouldn’t’ve snapped.
But, this. Feeling Steve’s breath, one of his hairy shins lodged between Bucky’s feet. Looking at the freckles on Steve’s knuckles. Even having trudged through that pain like a mentorless Dante, frozen into the ice with three-headed Lucifer, is made worth it.
Getting here now. That’s what— matters.
He wouldn’t trade that for all the kisses in the world.

Then you’re gonna sleep, and I’m gonna sit right here and watch because my awareness is the only thing to keep you from croaking, ever. And I’m not gonna move from this spot until your ma claps my ears. Because the second you can— fill your damn lungs properly, the second your fever is down, I’m—” Bucky cuts off. He can sweet talk any girl in all of Brooklyn, but this is Steve.
“What are you gonnda do, Buck?” Steve says.
“I’m gonna kiss you so g-ddamn stupid that you won’t be able to talk right for a week,” Bucky says.

And during previous nights, Steve would’ve listened. This time, he doesn’t.
He opens Bucky’s door. “I have a glass of water for you,” he says. “Can I come in?”
There’s no answer, which is Buckyspeak for ‘yes’. Steve knows, because if it had been a no, a knife would have been lodged in the doorframe by now.
Or: Steve and Bucky try to find their way back to each other, when they both don't know where their road actually started.
