The Master breathed out slowly and reached up, hands smoothing out some wrinkles in the Doctors awful suit. His fingers wandered down, gripping the lapels of that even more awful brown coat and pulled the Doctor closer, down to his eye level. Their noses were almost touching now and the Doctors brown eyes widened, staring back at him in surprise.
“Okay, I’ll give. Want me to tag on after you, sure. I can do that. But you know, just while I’m at it…”, The Master purred, voice dropping low with a devilish grin spread wide on his face.“I’m going to make your life a living hell, Doctor.”

After a long pause, long enough for Steve to think he’s not getting an answer (not that he knows if he wants one anyway) Billy responds, “All the fucking time, pretty boy.” Because sometimes getting hypothermia sounds more appealing than going home.
They each smoke another cigarette in silence. Harrington’s face glows softly in the cherry light, his eyebrows furrowed as he stares into the inky water.

Summary
Harrington stops. Billy watches all the blood drain out of Harrington’s face and there wasn’t much color there to start with. Harrington lifts the bat again, tries to get to his feet, lands back on his ass. “Billy,” he says again, but it’s desperate now, not relieved. “Billy, behind you!”
Four times Hopper doesn't arrest Billy and one time he does.
