Dragons have existed for thousands of years. They have worked both alongside and against humans. To this day, dragons fight at the side of humans who call themselves dragon riders.
Flame has been against dragon riding since he was a child. He doesn't need to partner himself with another creature to make himself seem more powerful.

Summary
Contrary to popular belief, Wemmbu was a good dom. It's a well known fact that Wemmbu was mean, an asshole at best and at worst downright rancid; nobody knows what he does for work but everyone can agree that it's dubious in legality, Wemmbu had a creepy air around him. Everyone would agree— Wemmbu wasn't a good person in general. His lack of ethics didn't deter from the fact that he was an unfathomably loyal friend. Lomedy hadn't agreed with Flame's decision to enter a dom/sub relationship with Wemmbu— more concern than anything else.
