本文为英剧《是，大臣》及相关剧本《是，大臣——一位内阁大臣的日记》（以下简称《内阁日记》）之同人，在行文上模仿《内阁日记》的方式，以主人公：时任英内阁行政大臣的詹姆斯.哈克先生的日记为骨架，加以其常任秘书汉弗莱.阿普尔比爵士的备忘录或摘要，及其私人秘书伯纳德.伍利先生的某些补充，甚至其他相关人等的回忆、记录、信件、以及编者能找到的各种档案文件而充实成文。
在本文里，詹姆斯.哈克先生由于某种以目前科技无法解释的原因，在行政大臣的宝座上从1980年一直坐到了现今年代，而他忠诚的工作伴侣汉弗莱爵士和伯纳德先生也同他一起延续在行政部的文官使命。为了使全文背景保持一致而不发生某些关于年代的混淆，编者假定：所有曾经在《内阁日记》中出场过的，大英帝国令人尊敬的党棍、政客、官僚、财阀、媒体工作者们都进行了一场浩淼而不为人知的时间之旅，一同穿越到我们这个翻天覆地，日新月异的年代。幸运的是，在莫名流逝三十年岁月之后，哈克先生仍然保留了写日记的传统，汉弗莱爵士——毫无疑问，作为一名顶级文官，依然坚持一切情况都应当记录并且归档。这仁慈的举动使编者在寻找资料来源时受益匪浅。更为幸运的是，编者乐观地看到哈克先生与汉弗莱爵士以其高超的政治手腕，超群的智慧头脑，丰富的工作经验，卓越的超前眼光等诸项美德，面对三十年后的政府运转各项问题仍旧应对游刃有余。（唯一与八十年代不同的，他们似乎都由于某些私人原因而成为了单身汉，编者注。）
