It's why he could sit in the middle of a camp of Mounties, eating a bowl of God-is-this-polar-bear-stew and say, hey, buddy, got an idea. Let's go get that Hand of Franklin. I cannot think of anything more unlikely, so I'm pretty sure we'll find it.

Summary
Later Fraser asked, “Do they need to know the coordinates where we landed in Canada?”
Ray yawned and pretended to think about this. “Nah. I think ‘frozen wasteland of death’ oughta do it.”
Fraser’s lips twitched. “There are a lot of Canadians at the conference, Ray. They might be interested.”
“If they’re so interested in coordinates they can go to a wilderness, uh, orientating conference or something. This one’s for international policing, you and me we policed internationally and the exact place we jumped out of a plane is not real important to how we did that.”

Just for once, Hector does the right thing. He plays knight in shining armour (well... in a nice suit and a shiny plane, anyway), orchestrates a rescue... and then what? After the plane takes off in Riyadh, before Hector turns up in Spain, his whereabouts remain unknown for quite some time inbetween seasons 01 and 02. Assuming that he and Faisal didn't immediately part ways, this is what might have happened.
