If Theon was asked, he'd never admit to the worst thing he's ever done.
Maybe he'd lie about it, say it was sacking Winterfell or killing two boys to pretend they were Bran and Rickon. Maybe he'd say it was betraying Robb - he imagines that's something people would believe after all. They had been ever so close. And Theon had been such a dick until the ability to be so was beaten out of him.
But no, he'd never, ever admit to letting Ramsay go.

Side helping of Shuake, because as if dealing with sister being in the phantom thieves isn't hard enough, so is the guy that Akechi's got some complicated feelings for.
