When he was born at Mustafu General Hospital, to a proud firebreathing father and a kind telekinetic mother, his pinky toe was examined. The doctor on call did an exam, grimaced when she saw the extra toe joint, and informed his parents. Any love they had for the child evaporated, turning into pure disgust at both themselves for producing such a freak and him for the intolerable act of simply existing. As is custom, they gave the baby back to the hospital, and he was sent to the Green Valley Quirkless Child Center. His first name was kept, but his surname was changed to Midoriya, branding him forever as quirkless, as nothing.
(Izuku Midoriya is quirkless, and that is a fate worse than death.)

Midoriya Izuku can’t be a hero. All Might himself had said so when he had saved Izuku from the sludge villain. After a web search finds a forum post explaining how a quirkless person could theoretically become an agency manager, he makes up his mind.
He’s going to get into U.A.'s business class, the best in the nation.
He’s going to hone his already prodigy-like analysis skills to recruit heroes.
He’s going to show the world that even a quirkless deku like him can do the one job that surpasses a Pro Hero: their agency manager.
