Sam had them pressed flat, fingers laced loosely through his own on top of it, weight enough that Josh couldn't have lifted it without actually trying, without making it a thing.

The meeting had ended early, which meant Josh and Sam had stumbled into the rarest of West Wing commodities: unscheduled time *at the same time*.
Following Sam was probably poor judgment. Closing the blinds and locking the door behind them was definitely poor judgement.

Summary
While Sam and Josh are eating take-out and working at midnight in their apartment, Josh accidentally reveals to Toby that they in the same place.
Toby, of course, decides that now they can have this conversation in person.
When Toby comes over, it is difficult to conceal that Sam also lives there, and thus, Toby is in the position of talking to Sam about his relationship. It is weird for both of them, but Toby is at least trying.
