    It was Natasha who found the files that explained it.

    Stability protocol: the Asset must remain conscious; any mission downtime longer than 24 hours requires cryogenic storage; memory wipes must be administered before and after each operation.

    HYDRA had completely stripped away his ability to sleep.

    Put simply: Bucky no longer knew how to fall asleep.
