While the relationship blossoms while they are still a student and teacher, Hermione is of age by the time anything happens between them (actually 19 because of the time she aged using a time turner).

After an unknown virus sweeps through the shifter population, attacking Alphas and Betas, rendering at least 90% of them infertile, and the number of births each year has plummeted so low that the government used it as an excuse to pass a nationwide law that removed autonomy from Omegas and Betas. It goes a step further than just that: All Omegas not bonded by the time the law went into effect are rounded up and told that it is their duty to repopulate the country, and they are locked in facilities with limited access to the outside world, and are forced to share quarters with Alphas and Betas not affected by the virus. They're told it's a ten year commitment but they're not stupid. They know they'll be locked up for the rest of their lives unless they fight for their freedom.
Cue furious Omegas and the Alphas they're supposed to hate who support them in their plan to escape. The government thought they had control, that they could force Omegas to do whatever they wanted.
They were wrong. Hell hath no fury like a trapped Omega bent on regaining their freedom.
