Fiyero.
He's dressed in the uniform of all the other guards, except his is adorned with an ornamental cape. For his wedding, she thinks derisively.
She should flee. He is the literal captain of the Emerald City guard. The one tasked with hunting her.
"We'll find that wicked witch" His venom-filled words cut through the forest, and straight through Elphaba's heart where she hides just out of sight.
"Fiyero, even you." she had whispered when she was alone in her hideout, letting only one tear fall before picking her chin up. So be it.
Still, she can't help but linger. She can't stop the hope in her chest that maybe it was just another mask of his, that he meant none of it. It would be the smart thing to do.
Her Fiyero was smart.
It's this realization that leads to her landing on his balcony.

Summary
Libraries are far from Fiyero Tigelaar's scene, and yet that's exactly where he finds himself one Saturday morning, looking for her. What starts as a simple study partnership slowly blossoms into an unexpected friendship. She shows him he's smarter than anyone—including himself—gives him credit for. When Elphaba is summoned to the Emerald City and learns the horrible truth behind what's happening to the Animals of Oz, she has to make a choice: remain silent or stand up for what she knows is right. Fiyero too, after what he sees, has a choice of his own to make and he doesn't have to think twice. He flees with her. He stands with her. Even when the whole world—his own family included—turns against them.
Together, they become the most wanted duo in all of Oz, but also something far more than that. Proof that love can be an act of rebellion, and that sometimes the bravest thing you can do is defy expectations.

“Sit behind me,” Elphaba instructs, gesturing to her broom. She expects hesitation, expects that Fiyero will question his own safety, or the prudence of being in close proximity to the Witch. She half expects that he will come to his senses and change his mind entirely, find a way to return to the charmed Palace life he’s been leading.
Instead he does exactly as told, the broom dipping only slightly before the magic adjusts to accommodate his added weight. “Can I hold onto you?”
“Probably should, if you don’t want to fall off,” she agrees, catching her breath when he immediately wraps both arms around her waist.
“Go,” he says firmly, close enough that his breath tickles her ear.
