Summary

Why were they forced to bear the brunt of becoming human sacrifices, weapons used to deter the enemy, jinchuuriki?
It's too late now. There's no point in debating who's in the right or who's in the wrong. It's up to Naruto and Gaara to gather all those who share the same pain they do, and potentially put an end to the age of the village system as we know it.

The jinchuuriki are tied down by a long list of both written and unwritten rules of things that they aren't supposed to do. Playing Peek-a-Boo with the vessel of the Kyuubi is probably at the top of that list.
