The concept of bounty hunters exists in a lot of cultures : people break the law in a place where it's hard to get it enforced, so the government pays professionals to bring back the culprit.Well, space is huge, and thus the Federation has official bounty hunters. However, alien cultures consider that it's a hindrance for a bounty hunter to be known as such, so they keep it secret until the last moment.
Not humans. The first one, when told "Naturally, your name won't appear anywhere except very encrypted files, so you can work easily" was a bit shocked. The officials were terrified when he answered "Don't hide me. I want my targets to know I'm after them. Because it means they fucked up so bad that they sent a Human. Scared men make mistakes."
