This is something I haven't seen talked about a lot, and it appears that readers are really resonating with Wiress's innocence during her Games. I offer a different perspective.

This is a canon divergent re-imagining of the ending of SOTR to emphasize control of information, public perception, and compliant behavior, beginning at the District 12 train station.

But at seventeen years old, there are only two reapings left to fear. After that she will finally be free to work the woods, feed her family and raise her brother in peace.
As long the odds keep in her favor, all will be good.
