Luffy is not proud of the fact that the first time he sees Torao in nine months, he walks into a door.
He is keenly aware that nine months is a long time. A lot of changes can occur within nine months. A lot can happen in between. He’s not so naive to believe that his former ally-now-rival-and-something-else-they-don’t-have-a-name-for-yet wouldn’t have changed in the nine months they haven’t seen each other.
And yet, he is still somehow caught off-guard.
Or:
Law decides to grow his hair out, and Luffy is insanely into it.

Law didnt notice his hair getting longer but when he did some accident happened (shachi broke his arm) so he cant cut it (cause he only trust shachi to do it).
Law didnt think anything bad will happened its only a hair so he can wait, until a certain straw hat come to view

Summary
Law honestly tries not to dwell on it, because dwelling on it doesn’t benefit him in any way. He has goals to accomplish and a crew to keep in line. He doesn’t have energy to waste on dwelling.
Plus, every time they run into the Straw Hats, which seems to be increasingly often, Luffy pulls him aside and fucks the life out of him.
So like, Law’s stupid little emotional hangup on Luffy is something he doesn’t need to spend any more energy on, because even though Luffy doesn’t feel the same way, he clearly feels some sort of way, and that should be enough to get it out of Law’s system.

"'Cause I'm made of rubber!" Luffy drops his hands to grab Law by the ears. "And you can be too!"

“Luffy! I thought you weren’t coming tonight!” a familiar voice greeted them. Usopp and several other people Law recognized were clustered around the Baratie’s booth, which was manned by Sanji. Law felt the smile that had been growing on his face all evening disappear behind his usual sour expression.
“No, I said I wasn’t going with you guys! I told you I wanted to go with Torao,” Luffy laughed, throwing an arm around Law, who was debating the merits of hiding his face in his giant stuffed snow leopard versus hiding the stuffed animal behind his back.
