Summary
For the first two hundred years after its founding, the Citadel had an actual rule prohibiting ‘fraternization’ between the Nobles attending the hallowed institution.
Some time after it became clear that nobody was paying even the slightest attention to that rule, it was quietly repealed, but this fact has never been publicized, in order to prevent people from getting the idea in their heads that the Citadel is ‘some kind of debauched interstellar fuck-moon.’
The effort to suppress that information has not been entirely successful.
