It was an archaic convention, one that wasn’t highly practiced even when it was first formed. A Targaryen in a strong position of power may take the hand of anyone they defeat in battle. The only condition was that if the person defeated or their father held a higher position than the Targaryen then the father must consent to the marriage. Otto Hightower did not have a greater place and as such, his opinion did not matter.

"What are you saying?" Maekar demanded. "You are telling me my son is already dead."
"I am offering a choice, Prince Maekar," the maester stammered, pulling a scalpel out of his satchel.
The blade caught the flickering candlelight, wickedly sharp. "A horrific choice. We can wait for him to wake. But, it is a fatal gamble. If the fire returns, he will die screaming."
The maester slowly lowered it, pointing towards the lower half of Aerion's spine.
"Or… I take my blade, and I intentionally sever the spinal cord. I cut the nerves dead."
Aerion receives the blow of the mace, and Maekar has to choose between killing the body or killing the spirit. Whatever the outcome is, Dunk is charged to mend the broken dragon. Inspired by Me Before You.

“I'm sure they are with Mother above…” Daeron managed to say between kisses Valarr placed with wrath on his neck. “When my Lady Mother died, The High Septon said-”
“Where is my pup, Daeron?” Valarr’s brown and purple eyes turned dark. “The one you conceived for me.”
Daeron dared to smile, but Valarr could see the fear on his lilac eyes.
“Cousin, I'm afraid you have lost your mind.”
In which Valarr found out that Daeron had given birth when they were reunited at his wife's bereavement.
