Summary
During Midoriya's third year at UA, the high school imposed a rule: All hero course students with at least a provisional license will be required to take on a partner from either the hero or support courses. No exceptions.
Midoriya, surprisingly, lucked out with Bakugo. They had an explosive sort of chemistry that drove their partnerships to new heights; they were lucky. Others weren't so lucky.
After Todoroki shares his concerns about his partner, Mineta Minoru, with Midoriya, Midoriya convinces him to take action.
Mineta makes the ill-advised decision to get revenge on Bakugo's partner and Bakugo intends to make sure it's the last fucking thing the purple shit ever does.
