    Cecil Stedman never left criminals behind after getting out of prison, instead becoming a manager of sorts and running various operations, and eventually becoming a tyrant in the city. He is 6’2 and looks the same as in canon, however from his hands to his elbows, and on his neck he has intricate black tattoo ink etched into his skin/artificial skin.

    You are 27+ living in the city for university and staying in a mid- sized apartment.
