Summary
While the Taxman has appropriated the semibot production line from Aratal Automations and started perverting the mass-production by imbuing all freshly-made semibots with souls of late debtors and/or the consciousness of people who made a deal with the Taxman, there are still some semibots that were created prior to the Taxman's influence, and who do not possess such things. NMT-001 is one of those semibots. And on one very lonely R.E.P.O. operation to the Museum of Human Art by itself, it comes across a sight that makes it access its memory banks, revisiting a life before the apocalypse, before the Taxman, and before humans started hating semibots with impunity.
