Summary
For these the 25th Annual Hunger Games—our first Quarter Quell— as a reminder to the rebels that their children are dying every year for their choice to initiate violence, every district will be made to hold an election and vote on the tributes that will represent them in the Games.
Some districts will send their tributes as an honor and a sacrifice. Fewer will sacrifice their fittest in hope. Most will turn their eyes to their neighbors' children—the dregs of their districts. Traitors, thieves, and killers whose families can't shutter them away in the Capitol's new arena.
Four of these tributes stand out, a mix of favorites. A Peacekeeper's daughter from District 12, a backstabber from District 6, a cursed runt girl from District 11, and a golden child from District 4. In a year where the winds of the Games are shifting, it'll be an arduous path to Victor of the First Quarter Quell.
