To shield them from the mental toll of heroism, he created a neural safeguard system rooted in trust, memory, and recovery.
But after his betrayal and exile, the Commission twisted everything. Phil’s system became a leash. The Tower, a prison.
Now branded a villain, Phil has returned with his two sons—forming the Syndicate. Their goal: dismantle the Commission, free every stolen hero, and restore the Tower’s original purpose. But standing in their way is the Commission’s greatest weapon: Hero Unit 01—Dream, the number one hero and final product of their control. Can the Syndicate bring him home?
