Brockton Bay. A dying city neighbouring Boston that has been split up by the criminal gangs that call it home. The local heroes and PRT are unable to stop the violence that fills the streets at night, and the police cannot face Villainous Parahumans head on. Taylor Hebert doesn't want to be a hero. Those dreams died in high school and were further burned after a vicious prank gone to far lead to her gaining a power that craves violence. But she knows if nothing changes, things will only continue to get worse. If the heroes of Brockton can't save the city. She will. Cape or no cape.
