Mori sends Dazai and Chuuya to UA on a mission to earn a hero license while also collecting data on the new organization known as "the league of villains". Yokohama is closed off from the rest of the world and is known as "the land ruled by villains." No one knows about Dazai and Chuuya's true identities except for Nezu, who allows them to enter anyway so he can attempt to gain information about Yokohama and the port mafia.
