Summary
When Hawks presented as an Omega, he was force-bonded to a Commission Alpha to mask his scent and pass him off as a Beta. He quickly rose in the ranks and was eventually assigned the critical mission of infiltrating the League of Villains, which led him to Dabi.
Dabi had been in love with Hawks since they were kids. He knew it was dangerous to keep the hero around, but his inner Prime Alpha just wouldn't let him go.
