All For One was in Tartarus after Kamino, after All Mights fall. Izuku would feel more sorrow for the eighth if the man hadn't made his life hell since giving him his quirk.
And yes, his quirk. All Might, try as he might, will never take One For All from him. Never take the vestiges from him. Izuku learned the hard way that All Might was never any different than Endeavor.
All that being said, Izuku knew Tenko was a drift without his master, without the man who forced it all down his throat like boiling hot sludge.
The answering grin from the man across the table made class A shiver slightly, but it also made them smile. Leave it to Izuku to make this fun, to make it thrilling.

Mind still fuzzy from the grip of sleep, “Ugh, Natsuo what did-”, Toya stops abruptly. That's not what he sounds like, he stalls. A collage of memories emerges with clarity. The fire, he recalls, h-he should be dead, how is he alive?
“Um” Toya stills as if only just now remembering he's not alone. Slowly, he looks to his right where his eyes catch a boy around Natsuo's age. The boy's white hair is familiar in a sleepy haze, but now with a more alert gaze, his soft mess of curls are different from Natsuo's spikes. Gaze shifting from the boy's hair to the features on his face, the difference becomes obvious. Warm flushed cheeks dusted with freckles and a soft smile displaying a missing tooth. Most strikingly are the wide, round, pair of viridian eyes staring at him with a nervous excitement. “Hi, you've been asleep for a long time. I'm Izuku, it's nice to meet you.”

After years of life All For One realizes his death is inevitable, between his constant fights with the users of one for all and seeing the doctor grow older. He starts to make plans around this idea. He knows quirks hold some essence from their original holder, he has been haunted by them in the past after all. So, what if his did as well? What if a connection could be maintained like a download, slowly adding his consciousness to another body? Perhaps it would be possible, but he would need a rarity nowadays to do so cleanly. A quirkless individual, a child would be best, with no quirk there would be no defense against his own. And even if this process takes years, a child should be alive long enough to see it through. -

He stopped struggling. As much as Izuku wanted to prove All for One wrong. He was right about one thing. There was nothing more he could do. He was quirkless again. He looked up at All for One still tightly held in his grip. “Please, just kill me.”
“That would be too easy. I’m sure All Might would just love to see his successor in my employ. And I must admit you do intrigue me. A holder of One for All, fallen from grace of their own accord. Even without my intervention you had somehow found yourself here at my mercy. I do wonder what, if your seed of villainy is cultivated, a monster you might grow into.”
TLDR: Izuku gets caught up in the Tartarus prison break after discovering the commission is corrupt. All for One takes this as a perfect opportunity to make him suffer. Follow Izuku's moral decline, as his time in the PLF slowly drives him insane.
Note: A decent portion of this fic is prewritten, and some of it is quite old, so the earlier chapters may be poorer quality.

Izuku becomes a powerful figure online and then in person. He sees the world for what it truly is, and sees how he can fix it. He doesn't want to be a hero anymore.
When Izuku reaches highschool he changes the world. Izuku makes plans, meets new people and gains new allies, and takes on the biggest challanges he or anybody else have yet to face.
He is The Worthless Analyst, and his followers are the Worthless. But they won't stay that way for long.
