The main issue is probably that people who don't read the TOS, most likely don't read articles about the TOS, either.
But at least this makes it clearer what is and isn't allowed, and provides a place to refer to if there's ever debate. And that's a huge help, of course.
I am one of those who had been completely ignorant about that section of the TOS (I never tried to sell anything on AO3 because this site is clearly not designed for that, I just didn't know that I actually couldn't if I wanted to). Literally the only reason I found out about it a while back was because a writer I'm subscribed to mentioned that she couldn't get into details about something because it was against the rules, so that's how I even knew at all, and now this post is giving a lot more detail and clarity on the subject.
