Loki has never been an omega's choice. They always choose a different alpha to look after them during their heat, even a servant can be preferable to the seidr-using second prince. Loki tries to pretend he's immune to their constant dismissals, but it hurts. All he wants is to be someone's protector and caregiver. To give them the affection they crave when vulnerable. It's why when one more omega scans the feasting hall for an alpha, Loki does not expect them to choose him.

When Tony's omega instincts lead him to Loki's room for someone to cuddle, he's expecting what normally happens with the other Avengers. Only, there might be a very large snag in the form of Loki's feelings for him.
Tony still trusts Loki not to take advantage. In fact, he's more concerned about hurting the mage who is still willing to hold and take care of him. Because, he doesn't want Loki back and this is doomed to end badly... isn't it?
