The man in front of him was talking, but Dick couldn’t hear what he’d said. The rain was so loud. He felt something awful crack open inside him that he’d carefully never examined before.
Years of pushing every painful thing aside have built up a heavy debt, and it's time for it to be paid. Dick Grayson is due to face the storm.

So, he offered to house him as his ward.
He wouldn't replace his son though, no one could replace his son.
So he sent the Grayson child off to a boarding school and let him slip from his mind.
That was a mistake.
