Chapter Text
Today had started great for the students of class 1A, or at least that’s what Izuku wanted it to be, not that anything was truly normal since the start when he first got the hero brace and one for all, but unfortunately, that's not what Izuku got. What was supposed to be normal work studies has been uprooted by the current situation, with a last-minute gathering of pros.
Instead, everyone was tense inside the meeting room, a room full of pro heroes, sidekicks, and work study students that were initially supposed to investigate the Shie Hassaikai’s numerous properties and bases of operations to determine the possible location of Eri, but had instead been gathered at the last minute to be focused on a case of capturing a vigilante at the request (Order) of the HPSC. Izuku could not believe it.
How could he not when they had the chance to save Eri from that monster Chisaki? With the league possibly involved, it’s even more bizarre. He was angry, he was confused, and most important of all, he was asking why. Mirio was the same, wondering why they were postponing the operation. Chief among them was Nighteye, who looked particularly peeved.
Kirishima “Jeez, everyone's in here really tense, aren't they? Do any of you know why?”
Uraraka “No, not really, but I wonder why?”
Tsu “Yeah, I wonder why all the pros are so tense and uneasy.”
Hearing heavy footsteps behind them, they turned and saw Fatgum with an understanding expression.
Fatgum, “I wish I knew, kiddos, but we were all called in by the HPSC just like the others there, all so tense.”
Ryukyu, I wish I could be of any help, but even I'm clueless as to why this meeting is being done.”
Rocklock, “and of course, the kids are still being involved,” the pro muttered under his breath.
The sound of the door opening and closing could be heard as Hawks walked into the room with the president of the HPSC following behind him, the door closing behind them as the president took her seat; however, one thing stood out about Hawks at this moment, that being the brace on his right arm and wings, stunning some pros and the students.
Izuku * Whoa, what happened?*
Kirashima *Did a villain do this?*
Uraraka*And if so, then who?*
tsu*What kind of villain could catch and hurt hawks?*
Ryukyu, Fatgum, and the other pros narrowed their eyes. In all their years of experience, they’ve never known anything that could have caught up to hawks, much less touch him.
Nighteye,(placing his hands beneath his chins) “Madam President, to what do we owe this pleasure of you being here?” said nighteye his words while having the tone of being respectful, were countered by the fact that he did not want to be here and wanted to continue his investigation and strategizing on how they could save the girl Eri from Chisaki’s grip.
“I’ll get straight to the point. I know you're all wondering why we’ve called this meeting on such short notice,” the president spoke briskly and decisively. “The reason relates to the current investigation of the Shie Hassaikai, or rather, will involve an individual we’ve been tracking, searching for, and have attempted to catch for weeks.”(She pulls out a small remote.)
As she said this, the screen from the ceiling descended at the press of a button, using the same control that the president had. She turned on the screen, revealing a picture of similar quality to the photo of Overhaul.
However, instead of the yakuza in question, it showed what seemed to be a young man of caucasian origins with brilliant emerald eyes and from what little they could see of it from under the hoodie brown hair, dressed in a white hoodie with a singular green stripe on the left side, with a white 10 inside the green stripe on top of where his left pectoral is, the shirt he was wearing. At the same time, some couldn't get a clear view; they could see that it was primarily black with a white stripe and a green 10 in the center. Alongside that, he was also wearing baggy dark blue cargo jean pants and regular black and white sneakers.
It was then that Hawks finally started talking, his voice devoid of any humor and mirth, his eyes showing nothing but focus, stressing the severity of this situation.
“This is the individual we at the HPSC have been tracking and have been trying to capture for quite a while, 3 months ago, a whole week after the battle at Kamino ward, a disturbance was detected outside of the city limits in one of the expanses of forest. When we dispatched some heroes, they found the recent remains of what appeared to be an underground facility with numerous cells and containment equipment. At first, we were unsure what kind of facility this was. We then inspected the facility with the help of some scientists from I-island.”
“But then we soon learned that this facility had cells. We found one intact and started inspecting it. We would soon learn that just one of these cells had extreme countermeasures and was more advanced than the entirety of Tartarus itself. Every attempt by anyone to escape or attack the cell was counteracted and rendered powerless, not suppressed, powerless there quirks were entirely disabled.”
Immediately, the entirety of the room fell into a deeper sense of quiet, every hero processing the words that were spoken.
Nighteye {furrowing his brows} “That sounds impossible. Quirks can be suppressed but not turned off; however, given the nature of my investigation, I have a feeling this might be related?” Hawks nods.
“But then, soon we started getting reports of villains attacking towns outside of city limits. At first, we thought nothing of it, believing the local heroes were enough, until those same reports came back with the villains demolishing the heroes. It was then that an individual, capable of shape-shifting, began capturing these individuals. It would be later found out that this was not a pro hero but possibly a vigilante; however, his “shapeshifting” wasn’t like a normal transformation quirk.
But instead it functioned similarly to one particular person, that same person is Izuku Midoriyah.” she switched the frame to numerous pictures with forms that have become known in japan because of the sports festival except they were different for one the proportions and size of these forms were bigger there clothes different and in the center of this collage of photos was a close up of the many forms chests showing a clearer image of an all to familiar symbol that has become his symbol from the hero brace.
As she said this, everyone immediately looked at him, Izuku himself. Staring at these pictures, he tried to process the fact that he was staring at his own forms, but at the same time, they weren't his. His mind was frozen, trying to find some explanation or rationale for what he was looking at.
Nighteye {narrowing his eyes}” What are you trying to insinuate? That this is madoriyah? Impossible, he’s been with my agency since the start of these investigations.”
Fatgum, “No way the kid is too responsible, he’s too dedicated to this hero business.”
Hawks-” were aware of that, but it's the existence of what looks to be a second hero brace, one that looks far more advanced than the one Midoriyah has.”
Pressing another button, another image showed a close-up view of the young man's wrist, showing the VAST difference in size and refinement between the two designs, Izukus looking like a Nokia/flip phone in terms of its bulkiness, while the other man's watch looked like an advanced, futuristic smart watch, making the difference between the two more distinct.
HPSC president, “as you all know, Izuku’s hero brace goes against all things that are established by well-known quirk studies, with the numerous mutant forms having either traits from emitter or transformation, or in too many cases, all three at once.”
“Everything about the device is an enigma, and we’ve come to a troubling possible conclusion that might explain the existence of the braces and their relation to the nomus.”
Hawks,” as you all are aware, the Nomu are biological abominations that are the result of humans with multiple quirks placed inside their bodies, and every instance we've seen of them, they’ve been mindless abominations that are unintelligent but strong, and their bodies and forms so detached and separate from humanity that even mutant quirked people seem like baseline quirkless in comparison”
Then we remembered a case of a criminal who had a quirk that seemed to be his despite all prior medical records, a man who went by O’clock 2, who had numerous quirks but no more than 2, who we believe to be a “prototype” of what would later be made down the line. Each time, there was a common theme.”
“The human body couldn’t handle the stress and mass conglomerate of quirks, which leads many of us to believe that this brace is what’s being used to handle the strain and change induced onto the human body.”
President, “in otherwords we believe that brace might be a refinement, if not a complete evolutionary overhaul of the nomu creation process. Combined with the existence of these prison cells, we’ve concluded that this man might be an agent of all for one.”
“With an improved upon hero brace that's clearly an superior upgrade from the one Midoriyah wears on his wrist with said brace being a prototype due to the students “glitches” and sometimes mistransformations and at times very porely timed habit of returning the boy to human form, we believe him to be a man that's specifically told to subtly search and capture anyone who has quirks that either got all for one's attention or were given to him by this man, who believed these quirks could serve his master well.”
Nighteye, ‘that seems to be something all for one would do. The existence of these nomu was already horrid enough, but if the madam president is right, and he is indeed an engineered creature designed to kidnap people for his master, then this mysterious man is a threat that needs to be dealt with.’
Rocklock, "Hold up, if this brace is as advanced and powerful as you guys are making it out to be, how’d this kid get it then?”
Ryukyu “Yes, with everything we’ve seen Midoriyah do with the brace i find it unlikely that such powerful technology is in his hands if it was created by whoever works for all for one.”
Fatgum, “you’d be surprised how many criminal masterminds and crimelords were caught because some lackey didn’t dispose of some material the way their master told them to dispose of it.” This led to many pros nodding at Fatgum's explanation, as they themselves have had similar cases.
Nejire, “so shouldn't that mean we should be happy that Midoriyah got it then instead of some random goon?”
Uraraka,{lifting her hand in uncertainty} “um im sorry for interrupting, but what does this have to do with the yakuza investigation?”
Hawks “because we believe this eri girl might be his next target.” As Hawks said this, the president clicked another button showing various yakuza compounds in states of destruction.
This stunned everyone in the room, silent for almost a whole minute; no one said anything until slowly many grew scowls on their faces.
Fatgum, Kirishima, Izuku, Mirio, Rocklock, *like hell we’d allow that.*there teeth are clenching at the idea of this poor girl being possibly used again in a different cage, Izuku trying to remember to keep one for all under control and not accidentally break something.
Hawks, “which is why we have Izukuu here, he’ll be the kiddo that will help us fight this man with his own brace and teach us the weaknesses of his forms so that we can catch this creep and tell us more about his master's plans and where the league might be and save the girl as well.”
Izuku, growing determined, nodded and pulled out a binder from his bag filled with deep documentation of his own experiences and strategies with his forms. There, he and the people within the meeting listened and strategized upon plans to save Eri and take down this villain and the yakuza all at once.
