Please read this note before you get into the story;
I have taken the liberty for the purpose of this plot and changed the rules of the usual a/b/o setting.
Omegas are not allowed to live alone because of some old anarchical reasons.
In this world, omegas are immediately supposed to live with their mates after they find them. Some omegas before and after they turn 18 live with their families; some move out after 18 and live with a guardian (cannot be an omega unless it’s their mate).
If an omega is an orphan, the orphanage or government takes responsibility for being their guardians. If the omega studies and lives in a dorm, then the educational institute takes responsibility for them.
The government applies and checks these rules more strictly compared to other crimes.
