It was almost a completed project, except the clay's crumbling around the edges, time had been stretched a bit too thin in places, and really, the elephants? Well, suppose that's what you got with a shoestring budget. It'd have to do.
The Doctor could appreciate a universe like that, if the visits were entirely on his terms.
